Paving the way for a sustainable energy future: Vietnam State of Energy Transition conference
Countries around the world are grappling with how to deliver a just and inclusive energy transition, that builds a legacy of sustainable and climate-resilient infrastructure for future generations. Energy systems that are both resilient and low carbon are critical for long-term security and economic growth.
Pooling our collective expertise to learn, anticipate and address the challenges that lay ahead is vital to deliver the transition as rapidly and as prudently as possible. This is the central theme of the inaugural Vietnam State of Energy Transition (VSET) conference in Hanoi on September 18, 2024.
VSET is a culmination of collaboration between the Australian Government and key Vietnamese energy stakeholders through Partnerships for Infrastructure on the Future of Electricity Vietnam (FE-V) program. FE-V launched in 2022 and is a science – to – policy program aimed at leveraging Australia’s energy transition experience to support Vietnam to explore practical, feasible interventions in the power sector that ensure a decarbonised, reliable and affordable power system.
Through FE-V, Partnerships for Infrastructure (P4I) convenes a broad network of Australian energy sector partners to collaborate with their Vietnamese counterparts. These partners include the Commonwealth Scientific and Industrial Research Organisation (CSIRO), the Australian National University (ANU), Australia’s Department of Climate Change, Energy, the Environment and Water (DCCEEW), the Australian Energy Regulator (AER), and the Australian Energy Market Operator (AEMO).
Working with the Australia – Mekong Partnership for Environmental Resources and Energy Systems (AMPERES), we’ve delivered a series of policy-oriented technical research studies documenting the Australian electricity sector and analysing how the Australian experience may support the energy transition in Vietnam. These technical studies are complemented by a range of deliberative mechanisms including technical working group meetings, policy dialogues and study tours that present findings in an interactive way for consideration by key Vietnamese partners.
VSET is a landmark event and significant milestone in the two nations' ongoing partnership to accelerate Vietnam's shift toward a sustainable and decarbonised energy future. The one-day conference serves as a vital platform for Vietnamese and Australian energy stakeholders to exchange knowledge, ideas, and best practices on achieving an affordable, reliable, and low-carbon electricity system in Vietnam. The discussions centred on aligning with Vietnam’s Power Development Plan 8 (PDP8), which aims to promote quality investment in renewable energy and reduce greenhouse gas emissions.
With Vietnam likely to soon amend its Electricity Law, a unique window of opportunity exists for Australia to consolidate energy programming focussed on implementing Vietnam’s key reforms to develop competitive electricity markets and boost investment in renewable energy.
Earlier this year, P4I organised a study tour for 12 senior Vietnamese officials to Canberra and Melbourne as part of the FE-V program. The visit highlighted the significant potential for strengthening economic and supply chain connections between Vietnam and Australia, reinforcing the value of such exchanges in expanding and deepening the bilateral partnership.
Australian Ambassador to Vietnam, His Excellency Mr. Andrew Goledzinowski, chaired and opened the V-SET conference, followed by the Leader of the Central Economic Commission of the Communist Party of Vietnam.
At the conference, Vice Minister of Vietnam’s Ministry of Industry and Trade (MOIT), Dr. Nguyen Hoang Long, delivered key insights into Vietnam’s progress and priorities in energy transition. High-profile speakers such as Audrey Zibelman, former CEO of the AEMO, Zoe Konovalov from the DCCEEW, and Jarrod Ball, Board Member of the AER, shared their expertise on practical solutions for advancing the energy transition.
As Vietnam and Australia deepen their partnership through this conference, both nations underscore their commitment to a sustainable energy future, forging a path toward innovative and reliable energy solutions.
